A Sector‑Shaping Moment for SEND Investment

Archer Building Consultancy Ltd advances strategic, evidence‑driven leadership for Schools and Trusts at a critical national moment.

Across England, Schools and Academy Trusts are standing at the edge of a once‑in‑a‑generation opportunity - and a once‑in‑a‑generation responsibility. With rising SEND need, intensifying scrutiny and unprecedented capital investment, leaders must navigate a landscape that is both promising and pressurised. The decisions made now will shape inclusion for years to come.

This year, the Government has confirmed two major funding streams that will reshape SEND provision nationwide:

  • £1.6bn Inclusive Mainstream Fund (IMF) — requiring every school to publish a public Inclusion Strategy by 31 December 2026, detailing SEND need and evidencing how funding is being used. Any unspent IMF must be utilised by 31 March 2028.
  • £3.7bn High Needs Provision Capital (HNP) — delivering 60,000 new SEND places nationally. Funding has already been paid to local authorities; it is understood that Essex has received over £10m, though schools and trusts should confirm their own authority’s allocation directly. The current HNP tranche is intended to deliver new SEND places in time for the 2027/28 academic year, creating a narrow window for feasibility, design, approvals and delivery.

These are not just numbers. They are commitments - to children, to families, to communities - and they demand leadership that is strategic, evidence‑based and unafraid to act early.

Archer Building Consultancy Ltd is stepping forward with a strengthened, sector‑leading offer that blends strategic estate consultancy, building‑pathology expertise and specialist educational insight from George Athanasiou, whose work with the Department for Education provides leaders with confidence that their plans align with national expectations and policy direction.

This is consultancy with purpose. This is estate leadership with heart. This is inclusion with integrity.

This is a once‑in‑a‑generation opportunity for SEND transformation. The IMF and HNP programmes give schools and trusts the chance to reshape inclusion for years to come... but the window is tight. Leaders need clarity, confidence and defensible strategies. Our enhanced offer ensures they have exactly that.

Strategic Clarity: Turning Complexity into Confidence

SEND investment is no longer about simply accessing funding. It is about interpreting complex guidance, understanding entitlement and making decisions that withstand scrutiny from governors, Ofsted, local authorities and the wider community.

Archer supports schools and trusts to:

  • interpret IMF and HNP guidance with precision
  • understand local authority allocations and regional variations
  • map funding against estate priorities and SEND need
  • identify risks, constraints and opportunities early

This clarity transforms uncertainty into confident, defensible action — from day one.

Defensible Inclusion Strategies : Co‑Developed with DfE Specialist George Athanasiou

The Inclusion Strategy is now one of the most high‑stakes documents a school will produce. It must be published by 31 December 2026 and it must demonstrate clear, evidence‑based use of IMF. It is a public statement of intent, ambition and accountability.

Working closely with George Athanasiou, Specialist Educational Consultant and DfE collaborator, Archer helps schools and trusts develop strategies that:

  • accurately reflect SEND need
  • align with DfE expectations and national direction
  • demonstrate evidence‑based use of IMF
  • withstand scrutiny from Ofsted, governors and stakeholders
  • connect educational priorities with estate realities

Inclusion strategies must be ambitious, defensible and rooted in genuine need. Our dual‑lens approach; educational insight plus estate expertise ensures leaders can demonstrate impact with confidence.

This dual perspective is one of Archer’s strongest differentiators - a fusion of educational understanding and technical rigour that few organisations can offer.

End‑to‑End Capital Delivery : Where Educational Purpose Meets Technical Excellence

With HNP funding already in local authority accounts and the delivery window fixed for 2027/28, schools and trusts must move quickly to design, approve and deliver capital schemes that genuinely transform SEND provision.

Archer provides full project delivery, including:

  • feasibility studies and option development
  • design coordination and planning
  • building‑pathology insight for long‑term resilience
  • contractor procurement and management
  • programme oversight aligned with the HNP delivery window

With George advising on educational suitability and inclusion outcomes, and Archer managing the technical delivery, schools benefit from a fully integrated approach that ensures every project is both educationally meaningful and technically robust.

This is capital delivery with conscience and competence.

Why Acting Early Matters : And Why Leadership Must Be Bold

The IMF and HNP programmes represent a rare opportunity to reshape inclusion, strengthen estate resilience and deliver long‑term SEND transformation. But the conditions are complex, the scrutiny is high, and the delivery window is tight.

Schools and trusts that act early will secure:

  • stronger inclusion outcomes
  • safer, more resilient SEND environments
  • capital projects that genuinely transform provision
  • strategies that support long‑term planning and withstand scrutiny

Those who delay risk rushed decisions, missed opportunities and avoidable compliance pressure.

SEND provision is changing - estate leadership must change with it.

Archer Building Consultancy Ltd : An Unwavering Commitment to SEND Excellence

Schools and trusts exploring IMF or HNP funding can now access Archer’s strengthened support offer, backed by the educational expertise of George Athanasiou, who’s work with the Department for Education ensures alignment with national direction.

Every pound must deliver meaningful, measurable impact. We’re here to ensure schools can act with clarity, confidence and expert support.
